Well at 10 years old you should have nether one of these done. Your parent would have to sign for them and they would have to be crazy to do that.

Here some more advice. Be scared.
It will take anywhere from 6 months to a year for a belly button piercing to heal. If it is not cleaned at least three times a day you could get an infection which could then spread and also leave you with severe scars on your belly button (no more pierced belly). It means wearing pants that do not rub on it and shirts that do not catch and rip it out.
More belly button piercings fail because people don't keep them clean. Right now, you would love it and keep it clean for about 2 weeks because it looked cool and was fashionable. Forget about it. Wait until you are 18 and if you still want one as badly as you do now, then you will be willing to take care of it.
I'll give you the same advice for your tattoo. Remember, you will be living with it for the rest of your life, so you better love it. It hurts worse to get it removed the put on. 18 is the magic number for you.

Ok honey, this is how it works. If it is not pierced correctly, it is extremely painful. Only way to have it correctly done is to go to a parlor and get it done by a piercer/artist. I tried piercing my own belly button and I really messed up. I got the needle half way through before I had to stop in pain (I can really take pain, but this was ridiculous)
Any body modification is going to hurt. Only way to assure you not to be scared is to look at it this way: why even get it if you're scared? The beauty will out weigh the pain.
But I would suggest thinking over each specific tat for at least 6 months to 1 year. This will make sure that you really do want that tat. Plus, at your age, you have no choice. No place I've ever heard of would pierce you at your age, even if the Pope and all 9 Supreme Court Justices approved. So just wait.
I also can't stress enough to never do it yourself. My attempt at piercing myself got infected and I got lucky it didn't scar. Not to mention how grounded I got! A piercing doesn't normally bleed alot, but when I tried to do my own, blood was pouring all over my grandmother's good blanket.
Don't have anyone but a professional do it and most of all for this reason: diseases. HIV, AIDS, Hepatitis, and a whole long list of life threatening blood borne diseases that improper tattoos and piercings can cause.

PS- Laws that require consent. To get either one done, you have to be at least 16 with parental consent.

A couple of things.
You're still young and growing. Piercings complicate that. Most studio's (the good ones at least - and you don't want to go to a bad one) will refuse. Wait a few years for the navel. If you still want it, you'll need to bring your parents in to sign a consent form.
The tattoo will have to wait untill you're 18. a good artist won't even think about tattooing you untill then. Once agian, you don't want to go to a bad studio, removal/coverup work is expensive.
Take the next while to learn more about piercings, how to chose a good studio and proper aftercare. That way you will be able to make an informed descision, and explain it to your parents if they object.

It doesn't hurt that much, in fact I think getting my ear lobes pierced hurt more. I don't hink anyone will pierce you until you are 16 and tattoo you til you are 18 so you've got plenty of time to gear up for it.
By the way, don't even think about piercing yourself, lots of girls in my high school did (with safety pins) and they have ugly scars now.

tattoos are perment make sure it is what you really want and you are only 10 so what do u know about what you will want in 8 years when you will be legal wait till then that way you have plenty of time to think of a real cook unique one that you will be proud to wear for the rest of your life

No respectable piercer/tattoo artist would ever pierce/tattoo a minor or think about doing it.
You are still too young and impressionable and more than likely are going to regret what you do now.

Baby girl you are way too oung for any of those- wht does your mama say about that!?!?
And be scared- i have 4 tattoos- 2 on my shoulders one on the back of my neck and one on the top of my foot THEY HURT REALLY REALLY BAD- like someone is cutting your flesh
Its illegal without her consent anyway

Is this true?? Please please think about it!! I got my tattos at 13 I lied about my age, and they weren't too bothered as long as I paid them. I have regretted it ever since. I can't go to posh balls without covering up, I look cheap all the time, (they're on my arms) and no boyfriend has ever liked them!!
Please think about it. I've had a few since but well hidden, at the ame time my friend had her belly button pierced it went septic. All green puss ouzed out of it. She nearly got blood poisoning and she is scarred for life, plus she can't ever have it pierced again.
Think about it please!!
