I'm flying for the west coast (Portland) and my budget for a short (4-5 day) trip is around $450 - $700. Any ideas?

If you're in Portland, Canada sounds like the cheapest venue. If you find a good flight the Dominican Republic is a fantastic deal for the dollar. Check furthur with Lonely Planet's web site, thorntree.com.

Mexico!! Always cheap, fun & good. If you fly to San Diego you can (by bus or rental car) go down to Rosarito Beach which is about 40 miles south of the boarder. Its a cute little beach town with good restaurants, clean hotels & fun clubs.
Or Mazatlan or Cabo you can usually find cheap package deals.

try going to the Bahamas....i went a couple yrs ago and it was awesome.....good luck
