It depends on whether a full glass of liquid was poured and then some was removed, or whether it was only filled halfway.
Since my belief is that most people would full a glass to the top, most times it's going to be half empty. If you only want half a glass, you would use a smaller glass, in which case it's going to be full. Until you drink some, at which time it again becomes half empty.

Well the glass thing depends on your particular point of view. If you are a pessimist then the glass is half empty. If you are an optimist then the glass is half full. And yes God does exist.
