To whom it may concern would be in swedish "Till berörda parter" which would be a very formal way to start a letter.
You can say, "Bäste herr ..." (Dear mr) or "Bästa fru ..." (dear mrs) or "Bästa fröken" (dear miss) but it sounds rather oldish, no one writes that way anymore. Titles like mr/mrs etc is no longer used unless it's very very formal or you don't know the first name of a person a would like to talk about the person with others, but you wouldn't adress a person that way to his or her face.
Most letters, even formal ones often starts with a simple "hej, (and then a new line)" Meaning hello. It's not impolite, it's very normal.
But as somebody mentioned, if you are planning to write everything in english, you can start the letter in english as well.

Mr = Herr
Mrs= Fru
Are you gonna write it in Swedish?
It's not uncommon to miss out the "Dear Sir" bit and just get straight to the point. But yeah, you could start with "Bästa..." I would use the whole name. ie
Bästa Joe Bloggs,
The Mr and Mrs thing isn't used that much.
Dont forget to finish with:
Med vänlig hälsning,
(Best regards)

If you are going to be sending the whole letter in Swedish,you shouldn't have to ask this question.If,as I suspect ,the rest of your letter is going to be in English then write it in English.Dear Sir/Madam.
I understand that you are trying to be polite but a lot of Europeans who do not have English as their native language,speak English.
I wish you luck
