Why are there less , mental ill patients in state hospitals?

State mental hospitals are using other means of helping sick people. They are moving some to group housing which helps them to do more for themselves.

I think this is excellent for people who are capable of doing anything for themselves as it promotes self esteem.

Unfortunately people cannot afford the insurance, or the bills that accompany hospitalization.
