Assuming you are using a Windows Machine:
If you haven't restarted you're computer since the last time you opened iTunes, make sure you don't have a previous itunes.exe in your processes before you try to open it again, to do this, press alt+ctrl+delete simultaneously to open up the Windows Task Manager, and select the "Processes" tab. From the list try to find if there is a iTunes.exe hidden, if so, select it, and click End Process, followed by "Yes" to the pop up.

Sometimes iTunes has a hard time shutting down, so it gets stuck in the computer's memory, making it unable to open iTunes again, if this is not the problem, you're best bet will always be to restart your machine, after that you might want to disable Norton and see if iTunes works then.

I hope this helps.

Your hard drive is probably backed up from either too many programs open (cuts into processing power), your computer is frozen, or there was a virus in one of your recent downloads. There are solutions to each of these problems. If you have too many programs open, close some of the unnecessary ones. If your computer is frozen, reboot it. If there is a virus, try using your new Norton.

Symantec software (Norton) is famous/infamous for screwing up people's computers. I finally uninstalled all Symantec products and replaced them with better free products and have never been happier. There are millions of people (literally) who just hate Norton Antivirus and other Symantec products.
