how would my mom have to sign for me if i found out she had to..could she just walk in with me and ..what?

why dont you call a piercing studio in your area and ask them what the protocols are for your state.
they can tell you the state law, if you need a parent to sign a consent form and how much it costs, then you wont get answers from people who don't know the truth here.

In my state 16 with parents consent! Or 18 of your own accord.

piercing isn't age regulated like tattoos. So there isn't an age requirement, but if you're not atleast in high school in just looks extremely tacky.
