While I will not presume to say I know what God thinks, I will tell you God is Love and I know that torture is not somehting he would do.

I don't believe God is pleased with torturing suspected terrorists. We are to treat others the way we want to be treated (Golden Rule by Jesus). Also God says it is up to him to avenge those to do harm to others. The Bible also says to treat your enemy well and in so doing, we would be heaping burning coals onto them.
Yes, it is difficult because we want justice immediately if someone wrong happens to us but mercy and forgiveness if we wrong others. If God handed out judgment immediately for every wrong act that has been done, would any of us still be here right now?

God did not say to torture them but to kill them, their families including children and animals. We do not have the mind of God and the American live and let live that we cherish, is not from God. If you obey God, He is kind and loving. If you disobey, vengeance is His He says.

He thinks we've lost our way. Again.
He's seen it many times. More of the same. I think He loves us and is very, very sad.
You know, the worst thing is not the torture itself - bad enough - but that we try to justify it. There is no justification. The attempt to justify is the greatest crime in His eyes, because we really do know better.

What makes this bad is that they are only "suspected"!
Romans 12:17 says: "Do not repay anyone evil for evil."
and verse 19 says: "Do not take revenge, my friends, but leave room for God's wrath, for it is written: "It is mine to avenge; I will repay," says the Lord." (From Deut. 32:35)
also read verses 20 and 21.
Actually read from verse 9 to 21.
In answer to your question, I don't know what God "thinks", but this scripture should give us an idea.

God would never approve of torture, not even the stoning of women, nor the killing of prisoners, nor those who leave Islam. That is why in Christian(ie civilised) countries, such barbarities are NEVER done.
