Between my wife and I, we have been in NYC for over 10 years.
We have had the opportunity to dine at places large and small, but three years ago we found the place we continue to go to. The place we bring our out of town family and friends to. The place we celebrate special occasions at.
It is called the Bridge Cafe -- http://www.eatgoodinny.com/New.York/ -- and it is located in Lower Manhattan -- right next to the Brooklyn Bridge.
The food is great (try the buffalo steak or the diver scallops), the drinks are spot on (30% wines M-W and a scotch list that rivals any in NYC) and the staff is amazingly friendly!!
We cannot say enough good things about this place!

the best restaurant... in terms of best food for the best price-- probably Union Square Cafe... i've only been there once though, but the prices were good and the food was decent. and it has a nice atmosphere

That's too broad. You need to name a cuisine or something. I personally like Lemon Grass grill, which serves Thai food.
