Someone who has confessed Jesus Christ their LORD, believed in ones heart the atonement & resurrection.
Person receives God's saving Grace & eternal life as God's gift. So get's born of God through faith & God's will.
Everyone born of God is a Christian. Just at different stages. Some are babies, some are maturing & some are more mature. Some drink the milk of the Word, some eat the Bread & some tackle the Meat. So also some are carnal & being disciplined. Each one is different, peculiar and at a different place in their walk in Christ.
You can tell a Christian by their fruits (what they do & say).

the only Christian is the one who follows Christ for he said if we love him we should follow his example. I with his help strive to do this every day and when I fall he picks me up so I can try again.

Only those who truly follow Jesus. Many call themselves Christan but only those who are true to Jesus qualify. There are many impostors here.
