i mean, they shower and scrub but their neck looks really dark and dirty

Probably because after sweating they don't wash right after, causing the dirt and sweat dry into the skin. When time goes by... it begins turning dark...

my sons neck gets that way he is 10. He bathes. We just cut his side burns, trimed around his ears and that is what was left. It lokked as if he had not scrubbed there in a while, and I know that is not the case as I still wash his hair. As for the diabetes thing that is different. That is a shadow ring usually under the neck and that is common among children with type 2 diabetes.

If the skin is dark on the back of the neck, it can be an early sign of diabetes

cuz they have messed up skin....that usually comes from people letting dirt get embedded in their skin

I think it could be extra pigment, like freckles...
