Because of 9/11 foreigners opening bank accounts in the United States or Europe are going to be under the microscope because terrorists were caught funding their activities through major banks so now banks changed their policies involving foreigners opening bank accounts. You can't open a bank a bank account here if you're not a LEGAL american or native born citizen.

i would say no you can't open up an account in the usa. unless you are planning on traveling to the us. either way, you would need to be in the usa to open up an account.
