While I will agree that human as humans are all the same with slight individual variations and that everyone should be treated the same because we are all so similar genetically, we do not live up to this standard. Why?
Because we live in a world of societies and social orders. Social pressure (a human invention and notion) make each group within the world view as different. We discriminate on this basis. In terms of societies, we discriminate because members of a society are participating in larger activities whereas a foreigner is not, thus the alien is someone to be shunned for not pulling his/her weight in the society. Fair? Maybe, maybe not, but true all the same.

Well not sure what you question is but if it means what I think it means then its alreay like that! The system (like hospitals) will not turn you away because of you race color legality or what ever as you have seen but the legality issue is why our hospitals are closing and overcrowded
