12:00 exactly(with no seconds) in neither AM or PM.
12:00 noon and 1 second is PM

Noon is short for afternoon, hence noon is PM. Midnight is exactly what it implies in a manner of speaking; the MIDdle of the NIGHT, hence midnight is 12:00 AM

PM. And the only reason I know this is because I saw the little light for PM come on my digital alarm clock at noon one day.

Military time 2400 hours is midnight or 12AM.
1200 hours is 12 noon or 12 PM
