Yes, if that is their main occupation and they are signed up for a full-time course. Remember that there are some undergraduates who are on day release from employers or who are studying in the evenings.

It depends on the method of study and the amount of credits undertaken.

If you're studying an undergraduate degree that is to be completed in three (or sometimes four) years, you'd usually be classed as a full-time student.

If you're studying for an undergraduate degree to be completed in more than three (or four) years, you'd probably be classed as part-time.

If you're studying an undergraduate degree by distance learning, I don't believe you'd be classed as a full-time student.

Your course provider should be able to provide you with the information you're seeking.

Under-graduate students can study full or part-time...
So what was the point of this question?!

No. You are full-time if your degree course is full-time. I did my degree part-time and was never considered to be a full-time student...... and I was not one.... but I was still an undergraduate. Why have you asked this question?

Yes, but you can still have part time undergraduates. Depends on what course they're doing. Most are full time though

It depends on how many credits are taken. Below a certain threshold is considered part-time, above is considered full-time.

Normally, yes. Could you ask the university you're thinking of applying to?
