is it because
females are to scared to chat someone up knowing full well that they can't do it without a chat up line.
or they don't want to look desperate.
or are they just using it as a test to see what guy is confident enough to talk to them.

From a biological stand point woman across all species are very choosy about "mates". Eggs are expensive and sperm is cheap.
In terms of human relationships, it does indeed test confidence. But it also gives her a variety of choices.
Of course this depends on what environment she's in. If it's a club then she's going to be more defensive than usual because she doesn't totally feel safe.

It's the way it is supposed to be. Women are supposed to do the choosing, and men the competing. Men naturally seek a woman who is the best prize, so they have to compete to get her approval. There are some women who make the advances but it usually seems odd and unnatural to a man. Some men are flattered by it but usually they think, if a woman comes to them, she must not be that great a prize so it can be a put off rather than a turn on

Because its an important trait in men that they are confident. I don't want a guy who wont protect me!
Times are changing though. There are a fair few women who would ask a guy out. Us women just tend to be slightly more insecure about whether the other person will like us :-)

Incorrect socialization is the reason why.Xtian puritanism has made Women feel guilty about sex, and let's face facts,pursueing men makes a Woman look desperate in the eyes of the ignorant(which is over half of the world unfortunately)I am happy to say that my wife initiated our first date.:)

Is because guys are more desperate...so that's why they talk first.
Besides that's life, is always the male the one who needs to caught the attention of females, not the other way around, simple biology.

i chatted my gorgeous boyfriend up we have been together for 10 years...it was his scent...(strange but true) i met him when he was 16 and i was 17 in a nightclub there is so much chemistry between us even now im glad i followed my instincts......

I let the girls know I'm interested in getting together with somebody, and let them come to me from there.
