Your claim is not wholly true. They don't simply report because they don't like it. Also, reporting doesn't mean that they are incapable of answering, rather sometimes the question is incapable of being answered.
For example, I saw a question, "Why atheists are so idiot" and also,
"Why do atheists exist?" which clearly states that the asker doesn't want any answer rather tries to start a turmoil. In such case people tend to report.
By the way, I hardly ended up with just saying "Reported". Honestly I don't know any. May be once when some guy posted a question full of spams and scams and was forcing people to visit his website.
