This is gross, but it can be a number of things.My inlaws golden retriever does it and this is usually what it entails:
Infected Anal glands, or something as simple a grooming of hair in that area or a bath.

Mostly it's the anal glands and seeing a vet will stop this behavior

Your dog most likely has worms, if left untreated can be detremental to its health, your dog should be wormed every 6 months at the very least, you can buy worming tablets from the pet store, supermarkets. While some people may find a dog dragging his butt across the floor comical it most certainly is not funny for the dog. Get his anal glands checked out too

Your dog's anal glands might be full. My Bichon's anal gland gets full all of the time. When his anal glands get full then he will start rubbing his butt across the floor. If your dog has this problem then you will need to take him to the vet to have his anal gland express. There are many websites that will teach you how to express his anal glands. Also, some groomers will do this job for you too.

Worms are a possibility but it more likely is an anal gland problem See the vet and they can teach you how to squeeze the glands-yuch. Our dog had real problems with her anal glands until we put her on a high fibre food . This has done the trick and she has not had problems since. Our other dog-a westie pup was also having problems. I make my own high fibre dog biscuts and they have cured her problem with the bum-dragging act. LOL.

Worms, yes, that's a possibility. Another possibility is that the glands on each side of her anus might be irritated. They have to be squeezed out now and then, just like pimples. Your vet can show you how to do that.

My Jack Russel Terrier done this. I took him to the vet and his anal glands needed expressed. The bet just squeezed on each side of his anus and that done the trick.

Possible has worms as that is a sign or clogged anal glands.
Get him checked by a vet.
