Sure. We can do it the liberal way. It's simple. All we have to do is say "Please be nice."
When you allow a tyrant to get too much power the only way you can get rid of him is by an open war that kills many people. I'm sure that thought was in the minds of our forefathers when they wrote our Constitution. That's why they limited government to three separate branches.
If they were living today, they would have limited terms for both Representatives and Senators in addition to the President. The longer a person stays in office the more he thinks of and puts into practice his enlarging power. After a while something corrupt sneaks in,..and there you go!
Korea could have been predicted 50 years ago. Russia can be predicted today and so can Venezuela and Iran.
But it's so much nicer to sit in the shade. turn on the TV to some football game, and let "the others" worry about those kind of things.

no, both the actions of North Korea and the United States have resulted in both sides having nothing to do with each other. This policy means we can't tell them to do anything!
Once the US decided to do some foreign aid in exchange for North Korea stopping nuclear weapons, but the US kinda welched on that offer.

Stop them doing what testing nuclear weapons? Its done now and probably done for their own protection.
I don't see it as a threat. We can just aim missles at them aswell now. Im sure they wouldn't have the same capability as the US. The big danger is biological weapons. Like putting something in the water supply and or in the air.
Tests for this kind of attack have no warning what so ever. Thats what we should be worried about.
