Leon Spinks: Officially Beaten Muhammad ALi in a Title Fight when Ali is the Clear Champion.

Joe Frazier: Frazier was the Defending Champion in this fight. Officially Ali was the Challenger, but Ali has the rightfull claim to be the Peoples Champions, since he did not lose the title in the ring.

Larry Holmes: WBC Champion but only Officailly Recognize as the Lineal Champion when he beat Ali. Ali came back from Retirement to Fight Holmes.

Government Of America: Since Ali refuse to be drafted to the Military his title was stripped when he was convicted.

So Officially only Leon Spinks took the Title away from Ali when Ali is the Official Defending Champ.

But the First opponent To take Ali's Title is the U.S. Government.

Actually only Leon Spinks beat Ali for the world title in 1978. Ken Norton beat Ali for his NABF title in 1973, but the NABF is not a world title belt.

He lost to Joe Frazier in 1971 and Larry Holmes in 1980, but they were the champions in those fights and not Ali himself, he was the challenger for their titles.

His only other loss came against Trevor Berbick in 1981, but this was a non-title fight.

Ali was forced to give up his title for his refusal to fight in Vietnam. The WBA gave their title to Ernie Terrell, who lost it to Jimmy Ellis, who in turn lost it to Joe Frazier, who was declared undisputed Champion, a title given more weight when he beat Ali in 1971, and was declared the Linear heavyweight world champion.
Ali won the title back by beating George Foreman in 1974, and held the title until he lost in a massive upset to Leon Spinks the 1976 Olympic Light Heavyweight Champion in 1978. He won the title back in 1978 in the rematch against Spinks, which was for the WBC title only, after which he retired. On retiring the WBC awarded their title to Ken Norton, who promptly lost to Larry Holmes in his first defence.
Ali came out of retirement in 1980 to fight Holmes for the WBC title, and lost, at which point Holmes was declared the Linear Heavyweight World Champion.

Therefore there were actually 3 fighters to take Ali's titles.
Ernie Terrell, Leon Spinks, and Ken Norton, but only Leon Spinks beat him in the ring for it.

Smithy has his facts in line, accurate account. Well done Smithy. In addition, Ali beat Foreman in the Rumble in the Jungle, they only fought the one time. The question asked which "fighters" so the US Government (although correct) doesn't count. And is Julian a pseudonym for Leon?

I think Ali has only lost his title once, and that was to Leon Spinks in feb or march 1978. He regained the title from Spinks in sept 1978

When Ali lost to Frazier he was not the champion. When he lost to Norton it was not a championship fight. When he lost to Berbick and Holmes he did not hold the title. The only fight he lost his title was to Leon Spinks.

ali was heavyweight champion 3 times, he lost it the first time when he was stripped of his title and had his boxing license revoked for refusing to enter the draft to the vietnam war, his 2nd reign came to an end when leon spinks took a 15 rd decision from him and his 3rd reign ended when he retired from boxing, he later ended his retirement to challenge larry holmes but was ko`d in the 10th or 11 th rd.
