You can call the IRS at 1-800-TAX-1040. You'll get an automated system, but if you listen to the prompts, and DO NOT say you're trying to locate your refund to the automaton, you'll get to someone who can tell you what happened to it.
The IRS also has a "Where's My Refund" link on the website (attached below). If you know the SSN, the filing status, and the exact of your refund, you'll be able to find out where it is.

You can go to the state and federal sites and they will tell you if there was a problem, like your check got returned, they put a list on the site of returned checks due to bad address. They also have an automated number you can call which will tell you if there is a hold on your refund due to child support or other matters. You will have to go to the state you file ins web site.

No, but the IRS will eventually find you and tell you.

They did it to me!

You're next!

It takes them like 2 years to catch up with any address changes.

And then they try and force you to sign form and pay astronomical prices.

Interest, penalities

They said my employer didn't pay my takes for 3 quarters

They withheld my refund and told me I owed like a zillion dollars

So I wrote them and said

Ok, I beleive you

I want to sue my employer, by LAW you have to testify for me

A month later they sent me my refund check

If you KNOW the rules, you find out the IRS has no balls!

Now, if you screwed up, that's another matter!

Go read the law. More important, go to the Law Library and read the CFR's

Find a rule that HELPS YOU.

The LAW said the IRS has to testify in my behalf and produce their records for my law case.

They are so screwed up at the IRS (they are 5 years out of date and have no records) they couldn't begin to come into my lawsuit and produce their eveidence!

Hence they gave up on me.

But you HAVE to find a rule and you need to keep records and send them documents.

If you don't, they win, hands down.

If you are missing a refund, WRITE the office where you sent your tax forms and ASK them for an explaination.

They will then tell you the name of a person and the address to contact them that is holding things up.

The MOMENT you make THAT PERSON feel like they will have to get on a plane, go into a court room and testify FOR YOU, will the moment they decide to send you your refund.

But don't expect an apology, but you will get bank interest on the money they withheld!
