If he is not neutered, now would be the time. Also, you will want to retrain him. Start with crate training if he is not too anxiety filled, as I know most shih tzu's can be. As soon as you let him out of the crate pick him up and take him outside. Praise him when he goes outside. Tie him to your belt, etc. if you want him to gain some freedom from the crate. He will just have to follow you everywhere you go. Try this for about eight weeks and see then give him a freedom test. If he fails, you might want to try diapers, or, continue the training for another four weeks and test again.
When cleaning up after him, use an enzymatic cleaner, it will say on the bottle if it is enzymatic; or, use 50% white vinegar to 50% water, then blot up liquid, shake on some baking soda and brush into the fabric and let it sit overnight, then vacuum.

Best of luck to you and your dog.

Even neutered dogs will mark. A method is to follow your dog around with a squirt bottle and squirt him with water anytime he lifts his legs inside the house. Take him outside immediatly and let him mark outside, once he does praise, praise, and praise him, tell him how wonderful he is for marking outside. You must be diligent about this and only spray him during the act and not after. You must squirt him every time he begins to lift his leg. If you squirt him after he will not understand why he got squirted, dogs live in the moment. They cant connect past actions to present punishments. You must watch him like a hawk and if you can't, crate him. If he happens to mark the one time you weren't paying attention, he will think" gee! I didn't get squirted with water this time, so maybe I can start to mark again." Have patience and be diligent about squirting him right when you lifts his legs inside the house.

Another method. Dogs don't like to soil where they eat. So if he constantly marks specific locations you can start feeding his dinner at that spot for at least 3 meals and move on to the next spot, keep rotating.

Remember to clean up the urine with an enzyme cleaner (can be bought at all pet stores) that will remove the urine scent because dogs are attracted to the urine scent will will likely pee in that spot again.

good luck
