Right click on the cell you want the comment in. When the popup window appears, there is an option to insert comment. Click on that and go at it. There will be a envelope/folder icon with a star next to it. It's right above the format cells option.

Are you asking how to insert a comment? If so right click on the cell that you want to add a comment and select the 'add comment' (may be 'agregue el comentario' in the spanish version) and type in the yellow box that appears. Once you have finished the comments will not be seen in the cell only the red mark that indicates you have added a comment. By clicking on the cell you will be able to see your comments.

All you have to do is right-click on a cell and choose to 'add a comment'. A box will pop up for you to type the additional information.

Once you've entered the comment a small red triangle appears in the cells upper corner and a mouse-over will reveal the contents of the comment.
