Yes, why not? I live in Asia, had a client in the USA who wanted some copywriting done, did it for them, they checked it and liked it, they paid through the Internet. No hassle at all.
But I guess both sides should verify that they're dealing with a bona fide registered company. That makes things safer.
You could take a look at this site for free-lance anything (almost):

I think so... I've worked with a freelance artist before, and I would meet with her face-to-face on a monthly basis but for the most part spoke with her over the phone and shot back ideas via email. As long as you both have the same software and can view files, there should be no problem.

Theoretically you can, but there are risks. I hired a company in India for very cheap to design a logo. It looked like something that I could have done myself on Powerpoint. It seemed more like a time-eater than anything. Next time I might do it for something small, but for large projects or for very important ones like brand identity, face to face seems like a better solution. Also, for local companies, it is easier to reference check and actually see their output in the real world.

Yep, I work with private clients all over the USA. Just make sure you can view their online portfolio and get references. After doing the research and making sure you have a solid internet connection, you're good to go!
Good luck!
