The skin around the eyes or the eyeballs themselves?
The skin could be an allergy or a bug bite. Also infection, an abscess causes pus to build up under the skin. See a vet just to be safe.
If it's the eyeballs, go immediately to an emergency veterinarian. It could be an infection or trauma to his brain. Could be infection in his eyeball. Could be neurological. If it's a pug or other "pop-eyed" dog, it could be just popped out of the socket, but it's still an emergency and he needs a vet NOW!

I had a dog once and her eyes swelled up after he went to the vet for shots, tuned out that the 2 she got together reacted and she had a small reaction. It wasn't serious we just took her back and they gave her an allergy pill. Get it checked out. you never know what it is, and it is better to be safe than sorry. Its probably nothing to freak out about though.

It could be an allergic reaction to something he was sniffing at on the ground. This happened to my lab pup years ago. The vet checked him out and verified that it was an allergic reaction. In a day or so, his eyes were back to normal.

alergies, or maybe a snake bite. Animals have different immune systems than we do. A snake bite may not be lethal but it could make him swell up. Alergies will also cause a reaction in dogs and cats.

maybe a wasp sting, or a bee sting, the best way to tell is take the dog to the vets. x
