I am 24 years old and I am not happy with the way that I look, so I've decided that I am going to change it. I am starting to eat better, cutting down on the carbs and sugars. My question is...are there any at home exercises that target to tone your thighs and abdomen?

Your problem is really bodyfat, and you can't really "zone target" bodyfat. General exercise and weight loss reduction will improve these areas. Probably more to the core of your question, doing 1000 situps or thigh squeezes won't! You could have the best abs in the world, and they will still be unviewable under a layer of bodyfat.

So focus your energy on all over body training! You'll be glad you did.

"Toning" is a buzz word up by lame pyhsical trainers. How "tone" one looks is effected by their body fat %, which is most easily controlled by diet. Instead of trying to target specific area try strengthening your entire body to develop a solid foundation. Then look to specifying a certain target zone. For some good workout routines run a search for "Chad Waterbury Workout".

Sit-ups, curls and crunches (groan!) are the absolute best way to washboard abs. (Make sure you keep your back pressed against the floor so that you work your abdominals when you curl up.)
Bicycling (flat on your back with legs in air) is also good.
