It's not a sin to play "lotto". The "sin" comes in when we take it too far. Like a lot of things in this world, they're neither good nor bad. It's only when we abuse it that things start turning bad.

In some areas, lottery dollars help pay for social programs that help people who are less fortunate than some. So buy a ticket and have some fun. Just don't get too serious about it.
