Here's why...

With sanctions, North Korea will be choked even more now and th people at the bottom of the society, the poor people, will begin to die and look for China for refuge. China doesn't want this to happen and take on more refugees. That's one reason why.

I still think that it might be the only way, other than going to war, which would be bad. I'm just afraid so many people will die due to the sanctions.

Well, let's say that North Korea is Mexico and China is the USA.
Let's say Russia is antagonistic to Mexico.
With that scenario,would we really feel much like making an enemy out of Mexico
with extremely harsh and hurtful sanctions? Especially if they could attack and absolutely destroy San Diego with artillery, strike Los Angeles,Phoenix,Houston with guaranteed accurate missiles as well as fire missiles of unknown accuracy at any of the other major cities in the USA.
As well as the possibility that they could still be around for second strike at us even after after we had annihilated their nation with a total counterattack and invaded and occupied their country.(they could have nuclear armed ships or submarines.)
The fact that they are "almost brothers" is not nearly as important as the strategic fact that they share a common border.
If it were me,I'd be reluctant to alienate them for the sake of a country we weren't too close to anyway.

They're the only ones who support N. Korea. So, I'm not surprised. I was surprised when they went along and told them to stop and were going to support sanctions in the beginning.
