Are you a US permanent resident? If so, you should be able to contact a Social Security office, provide them your permanent resident card, and have a new SS card reissued. However, I suspect they would mail it to your US address, not outside the US.

YOU don't need to be a US citizen to obtain an SSN but merely have the green card you would have to notify the Social security office 1800 772 1213 most likely you would have to go in person with valid IDs for disclosure of your ssn or duplicate card they will not mail it out of country they do have a representative in every US consulate or embassy that may be of help to you.us.social security.gov

how did you get a SSN if you're not a citizen? try calling the SSN department. maybe the # is online somewhere. tell the people the truth, there's no point in lying to government officials...trust me. i'm sure they'll be able to help you out...but just don't lie to them. they'll find out

call your ss office give all of your info that you put on the paper when you filled them out, tell them what happen to your card, if it's your first card they may give you another.
