No it's not. In a vain attempt to cut the number of teenage pregancies in Britain, the Blair government introduce the Snogging (First Date Amendment) Order 2003 under the devolved powers granted within the Sex (Nanny State) Act 2001.
I've cut and pasted the key phrases from the order below:
"Neither party engaged in a meeting for romantic endeavour (hereinafter referred to as a "date") shall allow, on the first occasion of such a "date", their tongue to touch the tongue, nor any other part of the interior of the mouth of the other party to the "date". Nor shall any hand (or prothetic limb replacement) be placed on or in close proximity to any buttock, breast or genital area (whether clothed or not) of the other party"
These little-known (and frankly little-used) powers were introduced as a knee jerk reaction to the infamous "Snoggate" scandal exposed by the Daily Mail in early 2003.
Maximum penalties for "first date snogging" include a fine of up to £1000, a prison term not exceeding 28 days (sharing a cell with "Big" Roger) and, in the case of immigrants, immediate deporation.

depends how things are going. If you just want a snog for the sake of it... then you shouldn't... might give someone the wrong idea that you really like them then you may not be able to get rid of them. If you do and you kno that the other person also does, then go for it.

It depends, on my first date before we went home we ended up snogging, so yes it is allowed but everyone is different.

There are no rules, you could end up in bed going through many positions as well.
It's just up to you two whatever you both decide to do will work for you.
Kissing at the end of a first date is really exciting however, good luck !!

According to the local dictionary, yes..
Contrary to popular American belief, snogging is just kissing- not full on lurve action. Full on kissing, yes- but a snog does not define any other sexual act.

Traditionally, it all depends on the circumstances leading up to the end of the date. I know it sounds like a cop-out, but every situation is different. After a while, you learn to read the signs... don't worry about trying it out and getting it wrong - experience is a big part of life's rich and colourful tapestry.
Personally, if at the end of the night she's pinching the donnor meat out of my kebab (or my bum), it's fine.
If she's looking at your best mate all night with large, doe-like eyes, you're probably better of saving yourself the embarrassment.

Depends on if you feel comfortable with it. Go with the flow and if it feels right do it. If it feels wrong don't simple as that.
