Hmmm...that's hard to explain. I'll try by giving an example: "How was your day?" you ask. "Oh, okay," he answered off-handedly. Off-handedly is a phrase that describes the way he answered: without giving a lot of thought to the question, casually, almost carelessly. If the question had been a serious one, like parents asking their son, "James, how did your big math test go today?" and he answered, "Oh, okay," then that would have the connotation/implication that James were blowing off the question, answering it carelessly, not being completely open and honest with his parents. Perhaps he is avoiding the question.

Offhandedly has a couple of definitions:

Meaning #1: without previous thought or preparation

Meaning #2: in a casually inconsiderate manner
