You are probably using a limited user account. Make sure you have administrative privileges. with your user account and that should solve the problem.

maybe u have low virtual memory u can either restart or get a new computer or get a proxy

the browser setting on your computer,might be set not to allow some programs.go to your popup setting and change it and your msconfig.and change your setting under browser.
