if your son is choking and you are aware of it and do not do all you can to save him you can be found guilty of negligent homicide or worse, so yes, you must call 911

Calling 911 is a call for help in a situation you cannot handle yourself. Your child is choking, you are performing the hymlic manuever attempting to dislodge the obstruction.
It is a good idea for SOMEONE to call while you are attempting... You may want to scream OUT, CALL 911... SOMEBODY call 911... Neighbors, Relatives someone within earshot should come running up to help. They call 911 for you and talk to the operators while you are still administering assistance.
If you cannot call 911, because you are alone. You may want to consider a "panic" button on a home alarm. A speakerphone or cordless phone, handsfree headset on a cell phone...
IN SOME AREAS, it is better to call the emergency number for your cities fire/police service. Have that in your speed dial or close to your phone.... Sometimes 911 can take as much as an additional 3-5 minutes response time!!! Calling directly to the city could literally mean the difference of permanent injury to even death...
It is never a bad thing to call them and NOT need them.. Than to not call and need them.
Basically the rule of thumb is... 911 is supposed to back you up in an emergency... If there is no emergency, don't call them. You can be charged with a crime for "prank calling"...
If you removed the obstruction and 911 is called... Have them check him out to make sure he doesn't need further medical treatment.

Why wouldn't you call 911 unless you don't care if your son is choking. It looks as if you were refusing immediate medical attention for him. Unless your a doctor and can treat him even if your trained in CPR he should be seen by medical staff as a precautionary. I know that I personally would look into your reasons for not calling 911 but I don't think that it is written any where in law that it is mandated

If he is choking and you are unable to help him. YES it is required that you call 911. If you do not call 911 and cant help him. Then he chokes to death. Then yes it is illegal.

Perform the heimlich maneuver. You need to apply sufficient force right below his ribcage to dislodge whatever object he is choking on.
