usually it refers to what was referred to as "networking" for a while. Chatting up people as prospective resources. If I have met you socially maybe I can speak to you later about a business deal, or casually mention in a friendly conversation about a mutual hobby that I am looking for a new job. It only works if done in a natural fashion, otherwise it is just too obvious and is counter productive.

LOL at some of the answers. It is a yiddish word that means to talk or chat.
In circles that pepper their speech with yiddishisms, it's a pretty common term.

um, sleazy sucking up to people in social situations. i use that to describe my grandfather's step-son. he's always the center of attention, telling some "entrancing" story about himself.
