What method can we use to make sure the person actually does the job??

You can't.

There are several different methods, and they all have their down sides. The most sure fire way is to buy some cheap usb cameras for about $20 a piece, and have them take a picture of each door with the flyer on it. However, this takes twice as long to distribute the flyers, so you have to pay them more. Instead of them being able to do 1,000 flyers a day, they'll only be doing 500, if that. Another method is to use GPS tracking, but you're looking at spending around $150.00 for each GPS unit. Then you have to be able to take the data on the GPS unit and analyze it. Not something for someone who doesn't know what they're doing. Not that it's too hard, but not exactly easy.

Another method is mapping the area, which you should be doing anyway, so that they know where they're going. However, you can take this a step further and take census data to determine the houses per section or neighborhood and do the math from there. If you have them distribute flyers in one area and it only has 300 houses and they say they distributed 500, you know some thing's up. They should be marking the streets they distribute the flyers on, and give that map to you. You can then track their information with the census data. You should also be doing random runs through the neighborhoods to see that there are actually flyers on the doors. For someone who's busy and doing their own work, you should check at least twice, middle of the day and the end. You can also do a combination of all of these techniques. You can use something like Cole's Directory to do random calls in the area and ask people if they received your flyer. You can go as far as having them write down any houses they don't distribute flyers to and the reasons why. The more work you have them do, the longer it takes, and the more it will cost. You could hire a supervisor, if the job size justifies the cost, but then you have to find a supervisor you can trust, and you'll need auditing methods for them as well. You'll have to find a fine balance between what's acceptable loss and money. Your rate of return should give you a good indication of whether they were doing the job correctly, but that's after the fact.

A tip, no matter who you hire, even if they're a good honest employee, eventually, they will drop some of your flyers. If you're just looking for short term distribution, finding the right person will help, but without having proper auditing they will drop your flyers.

I "hire" my nephews to do it. They're still too young to get an actual job but they need the money to buy shoes and clothes so they're willing to help me. Just make sure you find dependable kids that will actually do it and not just throw them away and collect their pay. I also use all my contacts to help me. If I know someone else with a business I ask if I can put out flyers there in exchange for helping their business the same way. You really have to start networking. You wouldn't believe how much it helps.

What I do with my Piggy Bank Pages on www.WWW-O-WWW.com is hire a kid with a carmera cell phone to supervise distribution. I have them take a picture of the street(s) after the flyers have been distributed. Provides a visual record for our advertisers, and a verification so the workers can get paid.

Note: I also teach and mentor them regarding business; stressing math, reading and writing skills - so I also include a perfomance bonus for speed AND quality of delivery (flyer not wet, not thrown in rose bushes, etc.), and I have a profit sharing plan for them if an advertiser continues to use the program (they will if you deliver a good amount that looks good to the consumer so they get response).

ask the paperboys since they already have to go to houses they are more likely to do it and probably cheaper too
