The term wash, I believe, will have water in the definition. How do you clean your car without water?
Lets see, road grime (that stuff that you pick up on the bottom of your car right behind the tires) is oil-soluble. So it comes off without water, although Pam is really the best stuff for removing it.
I imagine a stream of high-velocity air would do an ok job at removing dust. As would something charged with static electricity. There is always the wipe method, but that can leave scratches. Nothing else comes to mind at the moment, but I'm sure one will pop in there the moment I click submit.

Reminds me of that scene in "Throw Momma From The Train" when Danny Devito and Billy Christal are in the car going down the hill through the bushes.Danny looks at Billy and says "Looks like a Flintstones car wash"
