No, cabs and other public transportation, subway, bus, limos and the such are exempt form the laws on child safety belts and in some states also seat belt laws.

Remember that as a Driver of a vehicle, You are the person responsible for the safety of all passengers. It is the Drivers responsibility and obligation to ensure that everything with that vehicle is up to specs otherwise the vehicle does not move.

You bet. Probably the cabbie has a child seat stashed in the trunk. Who wants to work all day just to pay a ticket? Stuff the kid into a child seat and if it screams whack it up longside de haid until it stops. No screaming, bawling brat is going to make me get a ticket.
