Yes. Even waving someone around you is technically illegal, and if they get into an accident because you waved them around you, you could be found partially at fault. This happened to someone I used to work with.

I know where I live it is illegal to do. Even if no cop is there and you are just trying to help out. It is illegal to do. Good Luck ! :)
