How other planes can see the lights under a plane??????

They blink so they become distinct from ambient lighting. Just the fact you noticed this means the system works! It is all to get better visibility of the aircraft. The lights (and how they blink) mean different things to someone seeing them but you didn't ask about that.

The lights are intended to be seen on ground and while the plane es flying..on ground it will advert people that everything is ready and it is about to move ..It is a signal for the pushback movement operator that brakes onboard are in off position..while flying it identifies if the plane is commercial or military besides being a signal for the control tower to advice the pilot that he is on sight while he is on final approach to the airport in which he is about to land

I think it would be for other planes to see the plane.
It's like when there is a tall building, you will probably see lights on the top of it in case the plane has to make emergency landing, it wont crash into it.

There called navagation lights. There place in areas that can be seen from all angles.
