A good way to see Europe on a budget, see a ton of countries in a short amount of time, have fun, and make a lot of great friends, I recommend a Contiki vacation www.contiki.com . They're specifically for people ages 18-35 and they have trips all over Europe from anywhere 6 days to 40. I think if you book a winter trip now they're on sale right now. I was just looking at winter trips myself :-) Skiing in Hopfgarten, Austria in January sounds a lot better to me than Wisconsin! Happy traveling!
