He is quite small and needs id when swapping games in shops and getting into the pictures

If it's UK based there are several different cards available but make sure it's PASS approved (this ensures it's a proper card and not one someone made themselves at home!) Try http://www.validateuk.co.uk for a 12 year old it would only cost £5.

You can get him a state issued ID card from the DMV. Even adults that to not have licenses may have state id's.

Maybe if you go to your local Drivers License Agency. I've been in there before to renew my license and I've seen people and children in there getting ID's made instead of getting their licenses. Maybe you would need to bring his birth certificate and explain that since he's small he needs some kind of proof of his age. Good Luck!!!

yes you get it at the D.M.V. some states don't let a child under 15 get state id the way around that is to tell the agent at the counter you are going out of the country then they will issue at any age

In most states, the same agency that issues drivers licenses will issue ID's for non-drivers. It just is not endorsed for them to drive, but it looks very similar.

At your local DMV (Dept. of Motor Vehicles). First you need to call and ask what to take with you, like birth certificate and social security card~ before most of them will do it.
