It's a Turkish word. I don't know if it's borrowed from Arabic. In Turkish it's used to mean a variety of things. But in general we use it for people who are well-behaved and well-mannered. Also, in the old times it was used after names like "Mehmet Efendi" for respectable people (meaning like "sir")
But as I said today mostly it's used as an adjective meaning well-behaved.

I believe it's originally Turkish, used in Egypt and may be other countries after the occupation. It's mostly used in Egypt to describe some one who wears trousers and a shirt, means he is not a farmer.
