You can never turn fat into muscle. Fat cells remain fat cells. And in fact, the number of fat cells your body contains remains constant...they simply grow or shrink based on your calorie consumption/exercise.
You DO add muscle cells, however. When you lift weights or otherwise exert your muscles, you cause tiny tears in muscle tissue. The healing/repairing of these tears by growing additional muscle causes them to become firmer/larger. The "tearing" is why you can feel sore the next day.
The answer to your question, which is probably really "when will I notice that I'm losing fat and gaining musle" varies from person to person. A young person will notice fairly quickly. Also, some people just have more muscular body types and tend to get lean/gain muscle quickly. Others are just...well..."rounder." In addition, you will notice firming up in your "good areas" more quickly than in problem spots. In my case, for example, my waist gets smaller, my belly gets flatter, but my behind seems to stay pudgy and doesn't respond as quickly to exercise.
Also, exercise obviously isn't the only part of the equation. If you are exercising vigorously but replacing what you burnt off with calories from your food you will probably NOT notice a difference. Ever.

about a week, if you work out 1 hour everyday. it only takes 3 days if you work out 3 hours 2 days in a row. People will notice a change and so will you when you really look at yourself naked.
