If phrases like " to be develop", "Product to be develop", "Nothing to be say more", "Location to be announce", "Meeting to be arrange", "Hard to be break" are correct English ? Will it be possible that any of these phrases are currently used in some English speaking societies ? Kindly explain in details. Thanks

None of your quotated phrases are correct English. the verb 'to be' requires the predicate of the sentence to have an '-ed' suffix, or placed into the past tense. This is third grade grammar on the Fogg index. "To be developed."; "Nothing to be said."; "Meeting to be arranged." Isn't that easy?
