Because you feel that you are turning 18 doesnt make you ready cos it's not just about the love making but the responsiblities and the emotions involved in it.

Do NOT have sex unless you are 100% sure. Some signs that you are NOT ready:
-Someone is pressuring you to have sex.
-You are not 100% sure you love the person you are with.
-You feel guilty about thinking about having sex.
If you feel you are ready without a doubt and you have the right person to do it with, go ahead. Sex is an awesome thing, but it must be respected. Be careful, or you will regret it. Once you decide to have sex, get on birth control and USE CONDOMS EVERY TIME.

It's definately not based on how old you are. It's better for your body physically to wait. Better chance of you enjoying it more and being able to handle it emotionally. I know it's cliche but you should wait for the right person. Someone you are serious about. Don't just do it because you're 18.
