it can take several months for the hormones to calm down after being neutered. It can help to control the urge but sometimes it will always be there. When a bloke goes for the "snip" it doesn't stop them wanting some fun....... lol

I don't know how old your dog was when neutered, however, this is now a learned behavior. It is possible that as the neutering becomes older, he may stop. You can also try to break the behavior by interrupting it each time you see him doing it. Use your negative command whether that be NO or a noise or whatever. Eventually he may stop the behavior. It is something that be very difficult to break.

Gosh, people get "fixed" all the time, but still do it, so I imagine that even tho spay/neuter reduces the desire to do so, it doesn't stop that urge entirely.

My Eskimo Dog did that with this one particular stuffed animal, even after getting her fixed. I ended up having to get rid of the stuffed toy and then it stopped mostly after that.

I don't know why, but my spayed female dog does same thing, and has been about 13 yr. since she was altered. It seems to me when she gets a rub under belly and between her legs seems to give her ideas.
