The scientists in Heaven aren't so smart gays as the North Koreans. They haven't developed a nuc bomb yet. So the Almighty in heaven still uses the outdated WMDs such as earth quake, volcano, Katrina Chikungunia etc. etc.
He uses it randomly almost in every countries, though the victims are mostly innocent people- we believe. May be our understanding isn't at all par with the divine judgement!

If at all there is god there can't be any enemy to god.He may after all punish the bad ones not an entire country. He does not need a bomb..
If you still insist on one country may be elsewhere in the Universe.

God will not drop a N Bomb anywhere. God loves, does not hate. God wants us to live- not die. God does not have bombs in His arsenal, He has only love, care and affection for His creatures.

If he really exist he will choose only priests & politicions of all countries but not innocent humaniity because they r the root cause of all insanity. And they do it in such manner that nobody suspects them.
