You could commission a local photographer to take some really nice pictures of you Mum in a studio setting. They usually do a series of pictures, some framed, which she can then have as very special momentos.

for my 50th I got what I most wanted & that was for my 4 children to all be home to celebrate with me- 3 of them lived at least 1600k's away at the time.
then as a gift - they pooled their money & bought me a beautiful pearl & gold necklace & bracelet set.- I make a point of wearing the set whenever I can get dressed up to show it off.much as I appreciated their gift the best thing for me was to have them home. I then arranged for & paid for as my present to myself to have some studio photos taken of them with me
I am sure that whatever you give your Mam - provided it comes with thoughtfulness & love she will be more than pleased with.
however jewellery is ALWAYS a GOOD choice as it is something that she can keep & wear & it is personal.it does NOT have to be expensive - just what you can reasonably afford

Nip down your local jewellers. For my mum's 50th I got her a set of earrings and necklace that she loved and they should have a great range of jewellery you can choose from and advise on engraving. they will also have other gifts and the such you can check out!

Easy, a surprise party ,I had one for my 50th and it was the best present ever.Invite as many close family members as you can afford & if money is a problem get each couple to bring along their favourite party dish.

Have a rose named after her and get them to call it your moms name with Pearl added to it, something that will last a lifetime and just special to her.

Whats really special for a mum is spending quality time with her children.
I would book into a spa overnight and have her pampered and spoilt
