I mean: Is what we read more powerfull than what we already have in our heart?

Very good question. I believe that God knew what he created and that people would stray from the basic things he provided us.

And as with all animals, offspring must be taught. Lions teach their young to hunt. Monkeys teach their young where to find food, and to live in family groups. Etc.

And the basic human instinct that is the most powerful is survival,
and, I believe that God knew that many times survival overrules our common sense and basic love of our fellow human beings.
And, of course, as we have seen in history many wars and conflicts have come from this instinct. From the day one is born a fight to survive to waged inside every person and so basic rules had to be put in place so as to guide us on the right path.

If, in fact there were a true Christian nation, no laws would need be put in place, only the ten commandments to guide us would be needed. If one reads the ten rules that God delivered to us and follows those rules to the letter, one would know that lying, cheating, and stealing are never right. That adultery is never right.
That honoring one's parents is always right. Etc. What God created was a near perfect image, but instilled a free thought process which can be used for good or bad, that is the choice he gave us.

And at the time that the ten commandment were delivered most people were not believers and so the basic rules were put in place to teach those that didn't believe. Even if one is an atheist, surely the righteous rules can not be denied as being righteous.
That is why you and I seldom, if ever, hear a non-believer bring
up the subject of the commandments because there is no way that they can say they are wrong.

Life had not expanded during the time of Adam and Eve it was only both of them and God. But as life moved on and more and more people filled the earth sins graduated. As a result people had to be brought to the right track. Hence the prevailance of laws in our lives. If everyone goes by their conscience then there wouldnt be any need for laws n a country either.
Hence the Ten Commandments too!! same logic applies

Firstly the ability to choose between right and wrong is a human thing, but we don't know if animals do it, at any point of there existence, but we make decisions for them based on our conscious.
When perhaps we shouldn't but we do, and we can see the consequence, the majority of us know that descisions we make influence the way others live and die in some instances.

Yes we have free "will", but more importantly we have the power to use it, that's the difference between us and the animals, we have intelligence that can create or kill.

So you have to wonder how intelligent some of us are, don't you.

because the decisions that are made at the so called higher level , influence the way we live, they too have a conscious a "will".

Are you beginning to see the big picture :)

The 10 commandments are the street signs of life, they will direct you to anywhere right or wrong, it's your "free will"

The natural moral law is written and engraved in the soul of each and every human. This law enables people to discern by reason the good and the evil, the truth and the lie.

The gift of the commandments and of the Law is part of the covenant God sealed with his own, the Jewish people. The Commandments express the implications of belonging to God through the establishment of the covenant.

not everyone knows right from wrong, there are some people who have no consciences. God gave the 10 c ommandments as a guideline. So that everyone would have no excuse. By believing in God and believing that Christ died for our sins, as no one can keep the commandments totally, God writes His commandments on our hearts and minds. This is the gift from God called grace.
