Not necessary that all Fruits are sweeter than vegetables but most fruits.
To the best of my knowledge and research the definition of fruit is:
The ripened seed-bearing part of a plant when fleshy and edible.
In other words, a "fruit" is any fleshy material covering a seed or seeds. Most fruits, from a horticultural (science of cultivating) perspective, are grown on a woody plant, with the exception of strawberries.
Or you can say, generally a fruit is the edible part of the plant that contains the seeds. So your eggplant, tomato, cucumber and zucchini are fruits.
To the best of my knowledge and research definition of vegetable is:
A herbaceous (green and leaf like in appearance or texture) plant cultivated for an edible part, as roots, stems, leaves or flowers. Or you may say a vegetable is the edible stems, leaves, and roots of the plant.
Some people think rhubarb is a fruit, because it is used to make pies. But, rhubarb is a vegetable.

First, the definition of a fruit given earlier ("The ripened seed-bearing part of a plant when fleshy and edible") is not correct, because the "fleshy and edible" is not a requirement ... a coconut is a fruit but the "fruit" part is the fibrous outside bit you throw away.
The real answer is that fruits that are fleshy and tasty are that way to attract animals (including us) to eat them and spread the seeds or pits around when we spit them out (or excrete them). Vegetables have not evolved to have animals eat them ... that would destroy the plant ... and explains why most of the more tasty ones are underground. Vegetables that are somewhat sweet (like sweet potato) are like that because the plant stores nutrients that happen to be sweet rather than starchy.

My guess is that fruits simply produce more sugar naturally whereas veg doesn't.
Not very scientific I'm afraid
